Looking at these two test patches, it appears that one was made on a blue background and the other on brown. But in actuality, they both began as the same color. The top layer of blue felt has simply deteriorated away from the canvas backing on the right patch.
I don't know if it was a material defect, or if the patch was contaminated with something, but the colorful stitching seems unaffected.
