3rd Series - 1973
The rough art to Rice-A-Phoni was found on a sheet similar to this.
The sheet has an area for Topps executives to vote "1" or "2" on new ideas.
1 = Consider 2 = Drop
And there is a chart to record the progress of the project.
The 3rd Series drawings below are the earliest wacky roughs yet found (except for the Cover Ghoul rough, drawn six years before in 1967) so we don't know a lot about them.
Only Rice-A-Phoni was found on this type of sheet, so either they abandoned the "Idea Sheet" format, or perhaps this sheet was actually meant for submitting totally new products like new gum and card sets.
